Trying to install VPN

I want to connect a VPN to my system and have bought a Linksys BEFVP1 router which sits behind a Belkin F507231-4 router. As I only want to use the VPN capabilities of the Linksys I have switched off the DCHP server and Internet capabilities. I forward UDP port 500 to the Linksys but get nothing. I am using Greenbow VPN client by the way. However when I swap out the Belkin and use the DHCP etc capabilities of the Linksys all is sweetness and light.My feeling is that IPSEC traffic in not being sent from the Belkin to the Linksys. Is it a question of port forwarding or am I doing something stupid?
