How to connect & share resources between 2 Windows 2000 domains over site-site VPN

I am trying to connect and share resources bewteen two Windows 2000 domains. As site - site VPN tunnel has been created between corresponding firewalls and I can ping through the tunnel by IP.
I have set up corresponding WINS servers across domains as replication partners, but it does not look at this point that replication has been successful.
I am able to remote desktop to the second domain domain controller from the first site, and vice versa. Do I need to ceate trusted sites before resource sharing will be enabled or are there other considerations I need to attend to at this point?
