Is it possible/advisable to pass VLAN information accross the internet over an IPsec tunnel?

Im working on a hypothetical situation at the moment and any advice will be greatly appreciated

Im currently trying to work out if it would be possible to have an IPsec tunnel connect a satelite office to a main office and use this to pass VLAN information across.  This is due to the satelite office being used to house overspill of staff from the main location but requiring them to be on the same vlan as their colleagues in the main building.

The main building houses several different companies and should they need extra staff they are being placed in the other office if the main office is full.  My current thought on the issue is to use VLANS within the main building and have the users in the other office assigned their vlan based on login or something similar and this connected between the two offices over the internet via the tunnel.
