Vista L2TP IPSEC VPN to Juniper Networks Netscreen

I'm trying to setup a VPN between a machine running Vista Enterprise and a Netscreen 208.

I do not want to use the netscreen remote client ( we do use this successfully on other vista machines)

I've configured a L2TP IPSEC VPN as per the instructions here:

When attempting to connect the client I get this message on the firewall:

Rejected an IKE packet on ethernet5 from 217.39.125.230:3000 to 192.168.251.1:500 with cookies c0d4f7d4139e75d7 and df1537cf81510589 because there were no acceptable Phase 1 proposals.

What encryption config does the native windows VPN client attempt to negotiate?
