With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? DHCP Over site to site VPN

I have setup a site to site VPN that connects without a problem.  My main concern is that on one end is a SBS2003 server that handles all DHCP assignments and for some reason I am unable to get DHCP over VPN to function correctly.  I have followed as many guides as I can find and the setup of my VPN is as follows.

Main HQ VPN
-Setup in Aggressive Mode (Remote VPN is a dynamic ip, again though vpn tunnels connects fine)
-VPN over DHCP is enabled and is told to relay all dhcp requests to the sbs server

Remote VPN
- Setup in aggressive mode
- Remote gateway is setup to to DHCP over VPN

It seems like DHCP is just not passing back through (though theres no way for me to verify this that I know of).  If I try to renew my DHCP address it tells me DHCP server is not available or what not.

Any help or ideas are greatly appreciated.
