Small Business Server and Windows Firewall Group Policies settings

I know this question has been asked before, but I have yet to implement a successful solution to Disable the Windows Firewall Group Settings in a SBS2003. Based on the postings for a Windows 2003 server I have completed the following:

Gone to Default domain policy and checked
Computer Configuration\Administrative Templates\Network\Network Connections\Windows Firewall
- all settings set to not configured
Computer Configuration\Administrative Templates\Network\Network Connections
- all settings set to not configured

And I've set this policy to Enforce - and gpudate /force  on all the clients

I've DISABLED all the firewalls in the Default Domain Policy and gpupdated the clients

Made sure http://support.microsoft.com/default.asp­x?scid=kb;­en-­us;8727­69 isn't the problem

The Following Registry entries enable and disable the firewall

HKLM\system\currentcontrolset\services\s­hared access\parameters\firewall\policy\standa­rd profile
HKLM\system\currentcontrolset\services\s­hared access\parameters\firewall\policy\domain­ profile

The latter SHOULD apply when on the domain and the former when NOT on the domain

They each have a setting called

EnableFIrewall and DoNotAllowExceptions

Set to 0=off or 1=on

The firewall options on Windows XP workstations are stil dim (grey).

Any additional thoughts on this dilemma is appreciated.
