Tacacs+ is a Cisco own technology, that only fully supports Cisco Devices.
So the only way to get it is to purchase it through Cisco.
Either as a stand alone application or as Lhcsd suggested the windows application.
There are some other applications out there but as i understand it the only official version are ones licensed by cisco.
Just use built in Internet Authentication Service on Windows server.
Zero cost. You already have it.
Is there any particular reason that you want tacacs vs radius? I think that what you want is a centralized authentication service to controll access to all switches/routers, and IAS fills the bill just fine.
