Proper QoS Settings On Cisco ASA 5505 For VoIP

I have a T1 made available via an Adtran router.  In between my network and the Internet, I have a Cisco ASA 5505.  My network is converged providing both voice and data services.  My T1 is configured for all channels to provide data service.  Within my network, I have a Digium VoIP PBX appliance that provides phone services to my small office.  All VoIP service is provided via SIP trunking.

My problem is that I experience choppiness (packet loss, jitter) regularly.  I believe it is due to an improperly configured Voice policy.  Below, is my running configuration.

Can anyone please advise as to how to configure QoS properly for VoIP on a Cisco ASA 5505 using a T1 for both voice and data?  I am specifically interested to know if this is something policing might fix.  My guess is that the outside interface is connected to the Adtran router at a 100MB/s connection even though my outbound through put is limited to T1 speeds (1.5MB/s).  I have opened more than one TAC on this issue and it seems to be something the Cisco engineers can't get fixed.
