There is no application as such but there is the 'gotoiftime' (http://www.voip-info.org/ wiki/view/ Asterisk+c md+GotoIfT ime) and you can also include contexts which are only valid during specified time ranges.
Using either or a combination of these in your dialplan you should be able to do what you want.
