Whenever the pool manager kicks out a memory allocation error, this is an indication of a software forced exhaustion of router memory. Do these things (in this order) and let me know what you find out:
1. Verify whether you have a buffer leak. Buffer leaks may be misinterpreted as a burst of traffic (with many packets going to process-switching due to a misconfiguration or an unsupported feature), or as an attack. Since buffer leaks are Cisco IOS software bugs, the best solution for this issue is to upgrade the Cisco IOS software to the latest version.
2. Since this is error originates in software , verify you have adequate RAM in the router for the intended use. For example - this router configured with multiple digital gateways and with multiple channels in use at the same time will require more RAM than one with a lesser load.
3. Since it sounds like this is a PRI gateway - verify the configuration settings for switch type. A mismatch in switch type with the carrier can cause B channels not to relase properly and can result in memory fragmentation and depletion.
4. If the amount of RAM is sufficient and the PRIs are configured properly, please upgrade to a newer version of IOS - 12.3T is fairly stable now.
