Although I can’t point you to a guide for VOIP programming in C#, I can point you to a place where you can get a lot C variant VOIP code. Regardless, it shouldn’t be too hard to port C variant code into C#, as there should be plenty of tools to do that.

Here is a company whose product I have used for quite a while they support VB,VB.NET, C#. They support about 60 Telephony cards out of the box, including HMP.

What are you looking to develop?
Any specific protocol stacks you are using? H.323 or SIP? Paticular Codec's?
Just a thought not sure what you are creating, but you may be able to use Asterisk (open source pbx) as an engine?

I like SNMPc 7.0 Enterprise, but it's not cheap, but you can download a demo at http://www.castlerock.com.
The honest truth is, good monitoring software isn’t cheap, and is more for the well healed big companies that can afford things like that, and can justify the expense. For most us, who don’t work for fortune 500 companies, we have to make do with what we can get off the web for free, and to be honest, even though the free stuff doesn’t have all the bells and whistles of some of the 10K + monitoring software packages I have used, like you I have found it, it does the job.
