Panasonic is cheap basic system, 6 x 16 will cost you about US $600, plus $50-100 per telephone (depends which type, analogue or hybrid)
Nortel Norstar is more expencive but advanced system. It supports PRI/BRI, voicemail, IP and many other features.
Nortel sells big PABX-es as well - Meridian Option 11C, 51,81 and Meridian Mini. If you have significant budget I would suggest to go with Nortel, although Panasonic is easy to install system. For Norstar with 16 extensions and 4 incoming CO lines you can expect to pay $4-5K at least, plus $120-200 for the telephones ...
Avaya IPOffice 3.0 will probably be your best bet.
Extremely powerful and feature rich at a reasonable price.

If you want to go the IP based system route Avaya IP Office is okay bt I would put it 3rd or 4th on my list for IP Telephony Systems. The Nortel is a good system but not as feature rich as the Avaya ACS for a traditional phone system. Also the Nortel is not non-tech friendly, hence the reason some of us like it, keeps up the service calls.
Avaya ACS supports all the features the Nortel does, plus supports intergrated call recording, call screening, Windows GUI remote programming, backups, API for CTI applications, Unified Messaging and cordless phones (either digital or analog).
Now if you need a full blown call center application then I would go with the Nortel without hesitating. But if you do not need a full blown call center application I would lean towards the Avaya ACS, but also see how many dealers you have for each in the area as well to help determine which one to go with.

The best for relaibilty and flexability would be the Avaya ACS....hands down. The new ACS 7.0 can be programmed via a Windows GUI both locally and remotly, as well as the Voice mail system. The system can handle up to 31 CO lines, 41 extenstions, T1 board and bunch of other features. Plus you can purchase the system refurbed with same warranty as new.
The second runner up out of the above for features is going to be Panasonic KXT
The runner up would be Nortel Norstar.
