I agree with leew. The Asterisk@Home would probably be the easiest for you to configure if you are willing to dedicate a machine for it otherwise you can install the normal Asterisk on Linux or Windows.

What would I need and what options do I have? I want to utilize my 1841 router for VOIP and also to control the bandwidth. Or any other solutions?

I would recommend Asterisk @ Home with the following additions:
1. I would add Cisco 7940/60 series phones for your phones. They are top of thier game, and work directly with Asterisk @ Home. Use the Cisco configuration option in the @home manager. Ebay is a great place to get Cisco 79* series phones.

2. Use Firefly as your computer / laptop softphone

3. For your analog incoming call, you will need an X100P card from Digium. You can get clone cards on ebay for $10. Asterisk @home will auto configure this for you.
4. For your provider, I would suggest broadvoice. They are the ONLY provider who supports asterisk with a flat rate fee. Voicepulse is also great, but charges per min.

5. If you have a VPN to the other location, you will be able to put a Cisco 7940/60 phone there an connect it to the asterisk directly, as well as a softphone.

Sso basically, you want a PBX system. I'd suggest looking into Asterisk.
