I'm trying to forward my port 5060 to my asterisk box and have set both TCP and UDP to forward to my asterisk internal IP. But when I try to check if it open I get a Error: I could not see your service on 24.123.112.138 on port (5060)
Reason: Connection refused

How are you checking? "Connection refused" sounds like you are testing using TCP and being rejected - asterisk only listens on UDP 5060.
