typically i would ask stuff like the following.
1. how much experience do you have with SIP and/or VoIP in general?
a. how much experience do you have with IP PBXs, switches or whatever other devices they're using
b. how much experience do you have with different SIP endpoints such as IP phones or softphone clients?
2. have you worked with any session border controllers?
those at least for first round interview to get an idea of more difficult things like
3. how would you implement SIP authentication?
4. given our network environment here, what's the most effective method of implementing QoS? What's the most efficient method given $_____?

who/what are you interviewing?
are you looking for questions for a hardware vendor? a carrier? an employee who will be implementing a SIP solution for you?
Also, what kind of solution?
You can offer general questions
1. how to do support QoS?
2. what forms of SIP authentication and security do you offer?
3. how much practical experience (e.g.: how many customers use your products? how many installations have you done?)
and last but not least, my personal favorite:
4. do you have MGCP as much as I do? ;)
