Asterisk is highly flexible and the software can be downloaded and used under the terms of an open source license. However, it really needs to be run on Linux. There is a Windows version, but it lacks support for some features and hardware.
If you want one that runs under Windows, I suggest you look at Televantage:

Televantage is designed to be an out-of-the-box PBX system and has the option of a Windows client that can be installed on each user's PC. The administration interface is easier to use than anything I have seen for Asterisk and it has most of the features you are looking for plus an optional module for ACD. It also has a published API so you can develop bespoke add-ons and integrate it with other products. Disadvantages: It is moderately expensive.
