Asterisk: how to globally disable call waiting

We have 3 different brands/models of sip and iaxy adaptors.  The D-Link DVG-2001S sip adaptor appears to have call waiting enabled, but doesn't have any user config setting to disable it.  This presents a problem with our call center, because calls from the queue are being transferd to users that are "busy".

Can call waiting be disabled either globally or by individual extension within the dial plan?  If so, what is the syntax?
