The solution was to tune the interdigit dialing time and the tone generation time on the voice port itself. I will request this question be closed. thank you.

I need to configure an FXS port on a cisco router to link to our paging system.
I have configured the dial-peer, and it works, however the user needs to enter the "zone code" (ie: 03#) to identify the paging zone for output. Is there a way to configure the dial-peer to push this (03#) when the line goes off hook? I have played around with using prefix however it seems to shoot the digits through before the line goes on hook, even when I pad it with pauses. Any ideas?
current dial-peer configuration:

port 0/1/0

since you did not include the hardware and ios version you use i recommend you to look on cisco.com for : delayed dialing feature that can be enabled in order to bypass the fast dialing problem that you face.
