Is there a way to emulate a traditional BLF (busy lamp field) on a 7960 with a 7914 expansion module? For example, a receptionist has a call come into the main number and needs to transfer the call to Bill at extension 0002. In a true BLF setup she should be able to see the status of line 002 on her expansion module either by icon or lamp color. The receptionist could tell the caller that Bill is on the line and that he could have Bill's voice mail or just transfer the call to the extension by hitting transfer and then the button on the quick dial that corresponds to the line.
Currently to get the line status we have the receptionist set up as a peer on the line so she can see the status but she cannot use that button as a transfer quick dial. She has to dial the extension. Bill does not want for the receptionist to be able to see his missed calls or to look at the recently placed calls from his DID. Having his extension on her set makes it possible. He also does not want for her to see if he has a massage. To make it worse, since the receptionist can see all of the lines, if she picks up the phone to make a call, she might inadvertently pick up a DID cal for Bill that was not supposed to go through the reception.

My understanding is that Attendant Console is the only way to see BLF status. Cisco states that the 7914 line indicators are not true BLF indicators. We use Attendant Console for this feature.
Looking at 5.0 Documentation, it looks like this feature might be up and coming, though the docs I was seeing referred to 7970's.
You are correct. On CCM (unlike CME) the feature BLF/Speeddials is not available until CCM 5.0(1). This is a feature that has been much requested on releases leading up to 5.0 Have a look at the following link. Here is an excerpt;
When you configure Presence in Cisco CallManager Administration, an interested party, known as a watcher, can monitor the real-time status of a directory number or SIP URI, a presence entity, from the device of the watcher.
A watcher can monitor the status of the presence entity (also called presentity) with the following options:
BLF/SpeedDial buttons
Missed call, placed call, or received call lists in the directories window
A Phone Monitors a BLF/SpeedDial.
After an administrator configures the presence feature and the BLF/SpeedDial buttons, a user can immediately begin to monitor the real-time status of a presence entity.

Until CCM 5 the best you can do is configure 2 buttons on the 7914 for each DN you want to monitor, 1 Shared line and 1 Speeddial
