CME. sorry, didn't catch the "express" part in the original post. To my knowledge and I haven't played with CME recently so my memory is a bit fuzzy, this is only on the full CM.
There are some third party applications that will do this by tapping into the XML API
StoneVoice comes to mind: http://www.stonevoice.com/
but there are some others. If you wanted to I suppose you could spend the time to write you own
