This is a dialer open source GPL project with web interfaces. It's a fairly good example of just what can be done with Asterisk on a larger scale. It's not exactly what you are looking for but it might be a good place to start and do the job without too much extra effort.
As for answering machine detections Asterisk has a couple of functions to help with this that can be built right into your dialplan,

They mostly come out at night, and you can catch them with a burlap sack, if you can weigh their tails down with salt.
