Cisco CME transfering pstn call to another extension or voicemail

I am very new to Cisco VoIP, so this is probably an easy question.

We have a Cisco 2801 ISR IOS 12.4(11)T running Call Manager Express and Unity Express w/ Cisco 7931 IP phones.  For some reason, the 'Transfer' option on all of the phones is unavailable.  

We are a small office and have CME set up as a key system.  The goal is to be able to forward calls from the pstn to individual voicemail boxes regardless of who answers the phone.  So the call flow is:  call A comes in via a pots line, and is answered by employee B, employee B transfers the call to employee C's extension and if employee C is busy or unavailable, the call forwards to voicemail.  

I probably included more code than necessary, but I wanted to give the whole picture.  Remember, I am very inexperienced with this!  Thanks!!

What do you mean by unavailable? As in the softkey for transfer doesn't work or that it's not there?

The transfer button appears on the lcd, but cannot be selected.  It is grayed out and offers no functionality.

Would anyone have a configuration that is relatively close to mine that I could look at and compare?  I am sure my problem is one of inexperience, and it would help me greatly to inspect a known working configuration.

Although the transfer button that looks as if it should be selectable on the LCD display of the phone is grayed out and unavailable, the transfer button on the bottom righ-hand side of the phone works just fine.  I think (operative "think") that the 7931 phones must restrict the other transfer button in some way.  

I am simply going to instruct my users to ignore the transfer button on the lcd and use the alternate button.
