You should having the following entries in cfg file (this assumes SIP, but SCCP should have something similar)

dst_stop_month: November ; Month in which DST stops
dst_stop_day: "" ; Day of month in which DST stops

Be sure you have installed the DST fix that is available for Call Manager. If you have you might have to reset the phones manually through the CM admin page.
All my 7940's updated on their own, but my 7941 did not until I manually reset it through CCM.
