With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Basic VoIP question regarding (V)LAN setup.

For me VoIP is new.   We are in the proces of replacing our current digital telephone system (150 telephones) by a VoIP system (AVAYA or...) Reading several info about this, I create a voice vlan and a data vlan(s).  A VoIP phone can be configured manually with a vlan id or assigned by a dhcp server.  

1. However a workstation plugged into the switch port on the phone should be in another VLAN. A PC comes into a default VLAN (1) but how do I assign a PC into another VLAN (e.g. 20) automatically?

2. If I use a softphone on my PC
2.1. Will this traffic be in de default data VLAN (1) and we need a layer 3 device to route this to the voice vlan? What about giving priority to this traffic and how does a switch know that traffic from the softphone need to be prioritized? E.g downloading a lot of data has influence on the softphone?
2.2.Or is there a kind of mechanism to put this traffic automatically in the voice VLAN (PC in assigned in 2 VLANS = 1 data VLAN and 1 voice VLAN for the softphone)

3.Is a layer 3 device necessary, e.g. voip vlan has his own dhcp server, management pc, &
If we need a layer 3 device I have two options:
3.1. use a layer 3 switch procurve 3400cl, cisco costs to much.
3.2 use our router (Cisco 1841) which we manage ourself in our LAN (used to connect our remote offices via a VPN)
I assume all depends how much traffic is routed between both vlans and I don't want the routing to have much impact on the critical erp traffic which is going over our router.

Fyi,
For VoIP we need to replace our 10 cisco switches (3534-2950-60) because they don't support PoE (we don't use power injectors).  I'm comparing HP against Cisco.  HP is about 2300 euro cheaper.  Im used to work with Cisco swithes, can you compare HP procurve 2610 (poe) with Ciso 2960 (poe)?
