No free voice chat (skypeout works without a hitch), just text chat possible, what gives?

After having moved to qatar (beginning of february) i have had some issues with my voip (using skype mostly) to germany. It would typically drop after 20-30 minutes, but this is not unusual. I would be able to reconnect and I would be fine. What is unusual is that despite not having installed any software (other than the usual updates) I am now unable to have any voice over IP, text chatting still works. The only one which does work is Skype, however, if I call pc to pc, the call will get dropped in under 1 minute, usually within 30 seconds. During this time the connection itself works without any distortion, and will drop suddenly. If I use skypeout, the connection will hold for as long as I have credit without any problems. When I use yahoo, I can call but my gf will not notice, when she calls I will answer but I get no sound or video at all. I usually get a response that voice isnt working at the moment. With msn, the call will connect but I will not get any sounds or video. As a point of information, I have to include proxy.qatar.net.qa 8080 as a proxy for msn to connect, yahoo and skype don't need it.
To top off this bizarre situation, my flatmates, using the same connection, have no problems.
I have reinstalled each of the chat software, used ccleaner to clean out the registry, and ran virus checks (i found one but it was not 'active' still sitting in some software i hadnt bothered installing.) Kaspersky did catch a virus trying to come from a usb stick from work as well, but I believe it got no further.
Normally I would think this is the fault of QTEL, but my flatmates arent suffering so it really must be me.
I do not know what else I should do, please advise!

As for my system, its a Fujitsu Siemens Amilo 1439g, 1.73ghz centrino laptop with 2gb RAM running WIn XP home SP2 and all the updates
