I'll be involved in installation of a few polycom ip phones on an Interactive Intelligence platform (www.inin.com) and I want to save myself some time in provisioning these phones.
1. The first thing I want to do is not to have to go to each phone and change from FTP to TFTP. But for that to work, I'd need to have a good FTP server with good realtime activity monitor, like the one shown in the screen shot. Can you recommend a few options?
2. Then, I'd like to find a smart way to generate all the configuration files, without having to copy & paste & edit each one. Any ideas?

How familiar are you with Linux? I would use a vsftp on a version of say CentOS 5, also setup that server to be the dhcp server and enable option 66 (gives the phone its boot server information). Also setup use webmin for a management interface for the Linux box.

Take a look on the net as well for some of the Asterisk projects, they usually have some form of auto provisioning with them as well.
