Cisco IP Phone Firmware Issue on CME 4.0

I'm setting up CUCME on a 2851 running IOS 12.4(9)T7. I set up the phone loads and uploaded the firmware files, but the two phone types I have, 7941G and 7911G aren't liking it. The 7911's loop through a Cisco and "upgrading" screen, though it doesn't upgrade. The 7941's look like they download the firmware, but then it's hanging on the Cisco screen with a small "target" icon in the lower left where the check mark usually is.

I'm stumped. Here's the relevant config from the router:

The phones will show up in the dhcp binding log on the router. I'm assuming this is a load issue, but I'm sure I have all the files required...

But I must have missed something.
