I don't think so you have any such thing for VoIP, though there are simulators for PIX, Routers and Switches. GNS3 is for the mentioned simulation. For general VoIP learning i.e, SIP, IaX, MGCP, RTP, RTCP, SCCP you can Install AsteriskNOW at home. It is very easy to Install but I am not sure if it would serve your purpose.

No, there is no such thing as such.
However, if you have access to the media, you can install it in vmware and use it as if it were a real server. If you are using 6 and above, it even installs with "starter" licensing of 50 device units. However, you do technically need to have a license to do this I believe. Cisco sell an NFR (not for resale) media kit that contains all the unified comms software for around £300 (includeing licensing). This is designed for testing etc.
