It is only a handset. It registers OK, and works OK with the speakerphone. It just won't do anything when you pick up the handset.

Is it handset or headset or both? If it is both, is the phone successfully registering with Call Manger and getting an IP? If it is registering OK and you can not get a dial tone on handset or headset, then it is likely the phone.
