Cisco Voice FXS Busy

I have a Cisco voip lab at home and I have one major problem, hopefully someone will be able to help me out or point me in the right direction at least...
I have a Cisco 2620XM CME router and VIC-2FXS card within a NM-2V network module. I have been unable to get a telephone thats connected to either of the FXS ports to ring.
I can make calls from either of the analog phones connected to the FXS card, voice communication establishes with the IP phones fine.
When I try and call the analog phones from the IP phones I get a busy signal (engaged tone, not a fast busy or re-order)
I cant work out why this is not working, Ive tried changing ring frequencys, phone cables to rollovers to straight through tip and ring to four pin with BT master socket adapter and without.

I can get both analog phone ringers to sound when using the command:
test voice port 1/1/0 relay ring on.
