no dialtone on analog line

My homes analog phone line used to work just great...A few weeks ago there were some storms and I think it may have damaged my phone line yet I dont know how to fix it.

I will get dialtone for awhile then suddenly it goes away. I found out that if I short the wires together and then  let go of the wires and plug in a phone handset, I get dialtone again for an hour or so, then it happens again!

The phone company was out once checking the line on the outside of my home and they say its ok and cany account for the intermittent service.

I replaced all of the phone line inside my house after this happened... and the same thing... no dialtone unless I cross the wires to reset the system then it works for awhile.

Any idea what could be causing this?
