It depends on the speed on the link at the Exchange you are patched into. If you are on a 512KB plan, then they have most likely enforced a server (software) or Exchange (hardware) rule to force the speed cap. Additionally, it may well be a matter of the quality of your phone line. If it is beyond old then you will be lucky to get even 512.
I am on a 12MB plan and my local Exchange has only 2MB DSLAMs so regardless of what magical wonders i can do with my router/modem i will not be able to get above 2MB until i am patched into the new DSLAM at the Exchange.
