what is the difference between dynamic CIR dedicated bandwidth and dedicated bandwidth

my company want to get internet (dedicated bandwith) and i get many offer i want to know what is the difference between dynamic CIR dedicated bandwidth and dedicated bandwidth (we need bandwith 8 M up and 4 M down) and we use video conference in my company
i need to know what is the advantage and disadvantge of each above type
