Dont the ISP have monitering that you as a customer have access to? IE Viatel have scamp that you login and can see what happeninng on your line and generate reports. it would be worth asking the ISP

I recently started working at the iNOC department. The main issue here was bandwidth monitoring. I recomended using bandwidth splitter through ISA to monitor & manage clients who are using the bandwidth.
But now they wanna know the current load at any given time on the 1000mbps leased line on the STM.
How do I go about it?

If the service provider can't offer anything like that, you may be able to query some of the SNMP MIBs from whatever equipment you are using or use a tool like Cacti http://www.cacti.net/ to provide some per-interface reports for realtime and historical usage.
I suggest Cacti or MRTG, on a LINUX box should be able to do everything for you. .. check forum too forums.cacti.net sample see http://forums.cacti.net/ab
