Help w/ Phone Systems: NEC Aspire and Nortel BCM400

We are a nonprofit org. We're looking for a new phone system to go between 2 sites.  60 users at one site and 20 users at the other site. We've received quotes for the NEC Aspire and the Nortel BCM400 systems. The NEC system is approx. 30% cheaper. We plan to use a P2P DS1 for voice and data between sites and a PRI at the main site.

Does anybody have any insite into the comparison of these 2 systems?  Are there certain features of a PBX we want to make sure are included?  Who has the best and most economical PRI?
