Is there a way to find out if the phone number is the mobile one?

Due to routing needs I need to know about any international phone number if it is the mobile or the landline number.
So for instance
+31612345678 => mobile number in the Netherlands
+38057598765432 => landline number in Ukraine

Is there way to do it? Are there some rules/directories/databases/services that can help in it?
