making a wifi town

Hi. I have this client, an ISP from a very small town. They want to make some kind of mesh wifi network, using a wifi router (or something) every block creating a big network.

Is it possible? how would a laptop or another wifi device move from one block to another staying in the same network? is there a better way to do so?
