Why does Win95 machine always want to dial?

I have two computers, one running Win95 (not Win98) and
one running WinNT(SP4). Both are on my home network.

IP address of NT box is: 10.0.0.1
IP address of 95 box is: 10.0.0.2

From the 95 box, I want to PING the NT box.

This will fail unless I dial up to the internet
then it will work fine.

Why do I have to connect to the internet to PING my NT
box when the NT box is sitting right next to it?

When I try the same thing at work with two NT boxes, it
works fine (not connected to the internet.)

Is there anything I can do to the 95 box so that I can
PING the NT box without connecting to the internet? (without
breaking my internet configuration?)
