Network print jobs pause

I have 40 users on a Windows Server 2008 using Networked printers. I have 3 users who are having all of their print jobs pause when trying to print.

All 3 people that are having trouble are "secondary users" that is there is already 1 user created. All 3 people have administrator rights to the workstation.
