I have a small Closed (no internet access) domain network with (1) Dell PowerEdge 2850 - 2003 Server acting as the Domain Controller, (10) Dell GX620 Desktops, and (1) HP xw4300 Workstation.  The Dell PCs and HP Workstation are all connecting to the network using a 3COM 3C905B-FX (SC) Fiber NIC.

Problem:  Dell PCs have very slow download (pulling data from the Server) speeds and even slower upload (putting data on the Server).  
Example: 150MB file.  It takes about 5 minutes to download and says (I always canxd) about 70 minutes to upload the exact same file.  My HP Workstation works fine taking about 20+ seconds to download/upload the same file.
Troubleshooting:
(1)      Set all NICs at 100MB Full. (Server/PCs)
(2)      Switched HP Workstation and Dell PC  The HP Workstation ran fine at the desk were the Dell PC was slow.  The Dell PC continued to run slow at the desk were the HP Workstation was fast.  I can move my HP Workstation to any of Dell PC desks and it run just fine.
(3)      Have not been able to catch up with Network guy to get password to the Cisco Catalyst 5505 Router to verify port speeds, but shouldnt step (2) verify that (a) The port speeds are the same and (b) That is not a problem with the infrastructure (i.e. no bent/broken fiber).

What could it be that would cause the Dells to have latency issues but the HP Workstation to run flawlessly???
