How do i enable simple file sharing with password for  Windows 2008 and windows 98

Hi guys
I would like to share folders from my windows server 2008
and access it from a pc running Windows 98.
I would also want the folder to be protected using a username and password.
Bare in mind that i am not using a domain. This is a work group.
