TCP/IP Stack broken in Windows Vista 64 Home Premium

I have a computer which cannot browse the internet.  It connects to the router via DHCP, gets an IP address, Gateway, and DNS.  It can ping internet web sites.  I have tried using netsh to reset Winsock and IP, IPV4, and IPV6.  When I do I get "Access is denied".  I tried using netsh to uninstall and re-install IP, IPV4, and IPV6, with reboots between the uninstall and after running the re-install.  No use.
I am using an Administrator elevated DOS command prompt to execute the netsh commands.

The full message I get after running the reset commands is:
Reseting Echo Request, failed,
Access is denied.

Reseting Global, OK!
Reseting Interface, OK!
A reboot is required to complete this action.

Any suggestions would be appreciated.
