Master Browser error, remote LAN segment

W2003 SP2 network... Win XP SP2 clients.

I get a lot of event log errors on my main domain controller, from a remote LAN segment - connected over a VPN.

The master browser has received a server announcement from the computer GREENHOUSE2 that believes that it is the master browser for the domain on transport NetBT_Tcpip_{8B114097-15A4-4C. The master browser is stopping or an election is being forced.

Greenhouse2 is pulling a DHCP address from its local firewall, and there is no DHCP server or WINS server on this subnet.

From what I read, Microsoft expects me to put a WINS server up there in order to support the browser service?
(That is a huge waste of resources)

Should I be reworking things to run DHCP through the VPN to my PDC?
That way the machines would be registered dynamically in DNS... Right? But DHCP would break when the VPN is down.

I guess this is unique because the remote LAN has the option of accessing the internet if the VPN
is knocked down at our end - this is a reason to use the Firewall for DHCP.

Present situation - everything seems to work well enough, but there are a lot of error messages in the logs.
I could filter NetBios broadcasts, so there is no master browser 'election' traffic across the VPN.
