Can ping FQDN, but cannot ping NetBIOS name

Hi,

In my company, i facing a strange issue with ONE user. I've not personally setup our DC in our company, it was done by our corporate boys remotely in our head office. All I know about our DC is that it's running Windows 2003 R2, and it's also our DNS/WINS server.

We recently changed the static IP address of our application server DUBSOS02.
I was trying to setup and ODBC connection to our server DUBSOS02 from this particular users desktop. I was unable to establish a connection to the server. I found this really strange because he was the only one in the office with this problem.

After a bit of investigation, i found that he is unable to ping the host name of the server DUBSOS02. I get a reply from our service provider's DNS server (which i assume in the forwarding server setup in our DNS) that the destination host is unreachable. Basically, when pinging DUBSOS02, it's getting resolved to the old IP address of this server.

However, when i ping the FQDN of the server, DUBSOS02.xyz.com, i'm able to get the right IP address resolved.

i've done a flushdns, nbtstat -R but no luck. I've even checked the LMHOSTS file, but no entries there as well. Any ideas to the next steps i can take to resolve this?
