Can ping by FQDN but not short name

I have 2 NAS's setup with static ip's. The first is 192.168.168.18 (Cessna), the second 192.168.168.19 (Dreamliner).  These NAS's are installed on Domain2, while my computer is on Domain1. Computers on Domain2 are able to ping and browse to the NAS's through any means (ip, FQDN, and Short name, ie Cessna or Dreamliner). Machines on Domain1 can access Cessna by IP only and can ping by IP or FQDN, NOT short name. However, machines on Domain1 can access Dreamliner by any means (ip, FQDN and short name). Looking through the DNS entries for the PDC on both domains, the entries appear the same for both NASs across both PDCs. Can anyone help me determine where i should look to figure out what the difference might be between these NAS's and their DNS entries. I've tried doing NBTSTAT -a <ip> and both IPs resolve with the correct names, domains, and groups. Everything looks exactly the same for both NASs, just one works as it should though.
