Strange network problem with Windows XP Home SP2

I'm experiencing a strange problem with my network connection.  With one particular machine I can ping an address outside my network (www.google.com) but I cannot browse (with IE or Firefox) to any outside websites.  I can access websites on the local network.  I have no network issues with other machines on the network -- I can access outside websites with them with no problems.  

Wireshark displays an error indicating a reset when I attempt to access an outside website, and an associated message which says "Broken TCP.  The acknowledge field is nonzero while the ACK flag is not set"

If I configure IE to use one of my other machines as a proxy server, I can access outside websites.
