Actually, you could try running the norton removal tool. You can get it here:
http://service1.symantec.c
Just choose the version of Norton you had, download it, and follow the steps including any reboots.
If a file from a botched Norton removal was causing the blocked internet, this should take care of it.
Also, I would like more information to troubleshoot with:
-How is your internet coming in? Cable/DSL modem to router to your computer or cable/DSL directly into the computer?
-You said you know the internet is fine because you tested it. How did you do that?
-Please go to start--->run and type "cmd" (without quotes) and then click OK
Once at the black screen, please type "ipconfig /all" (without quotes) and paste the results here

I would do another system restore - but choose a time prior to your first removal of Norton. That should get things back. Then instead of manually removing norton - use the add/remove programs to remove norton. Be sure to reboot when you are done, then install AVG.
It is hard to say why it did an automatic system restore in the first place - that is weird.
