NetBIOS name resolution w/LMHOSTS

There is a question similar to the following on the MS PEP test for tcp/ip.

From an NT Workstation configured to use WINS, you want to connect to an NT Server machine. The LMHOSTS file on the NT Workstation contains:

128.114.12.9 Sales
128.114.18.1 Marketing

You can ping 128.114.12.9 ok, but 'net use f: \\sales\share' fails with the message 'The computer or share name could not be found.' Why?

The answer is that the computer name 'Sales' is incorrect in the LMHOSTS file. My question is, "Why does it matter?" I'm assuming the name 'Sales' isn't found by a WINS lookup, so it looks in the LMHOSTS file. There it's resolved to the correct IP address and used. Or is it a case of where the name in the LMHOSTS file is actually verified as being a valid NetBIOS name even though it appears to have access to the correct IP address?
