Allow domain users to create shared folder?

How can i allow domain users that are members of domain user group to be able to create shared folders ?
what is the policy setting that i have to enable to make this option work ????

Dear manjukm,
             am Zero_network, i have 3 computers in my home , one computer is a domain controller and two computers are clients part of the domain , the clients are useing windows 2000 professional .
The case is that i have created a user in active directory Called ( test ),then i went to the client computer that is running windows 2000 professional i logged on by using ( test ) user name and password .
The logon process took a place successfully. Now the problem is that the user ( test ) can't share a folder after creating it. So how can i enable ( test ) user to be able to share a folder after creating it. please note that i don't want ( test ) user to be added to a predefined group such as : domain administrator or server operators .

The fast way will be to create a domain global group, put user into it which needs to log on to the workstation. Put the global group into the workstations power user's group.

The long way would be to use a GPO to grant permissions to users in particular OUs the access to share folders.

Dear pssiew,
            you have provided me with 2 answers. the first answer is good one but if you have more than 200 computer in the domain , you can't visit each computer then add global group into the local power user of the machine.

frankly, am interested more in GPO. because it would be the perfect answer for my question. kindly can you tell me what are the exact steps that i have to do to enable access to share folders in GPO.

i didn't find the security policy that says access to share folders. can you guide me please.
