So all the other routines creating accounts and groups and setting policies are the same then?

I have a fairly easy question. I have to complete a study on windows 2000 server and I only have access to windows 2003. What are the major differences in the OS. All I want to do is to create groups, set permissions, set up VPNs and such. If anyone have a link that shows the differences I would be very happy.
